Het is 1943 wanneer Kaji (Tatsuya Nakadai), klerk bij een Japans staalbedrijf en overtuigd pacifist, een post in de Loh Hu Liong-ertsmijn in Noord-Mantsjoerije accepteert, in ruil voor vrijstelling van dienstplicht. Wanneer hij met zijn geliefde Michiko (Michiyo Aratama) bij de afgelegen mijn arriveert, stelt hij vast dat de werkomstandigheden voor de arbeiders erbarmelijk zijn en geweld er aan de orde van de dag is. Gecompliceerd wordt het wanneer de Japanse militaire politie zo’n 600 uitgeputte Chinese dwangarbeiders bij de mijn aflevert met de eis dat deze in aparte barakken moeten worden ondergebracht. In zijn oprechte pogingen om hun leefsituatie te verbeteren staat Kaji alleen: zowel de gewone mijnwerkers als de dwangarbeiders en troostmeisjes beschouwen hem als handlanger van de bezetter, terwijl de corrupte bewakers hem zien als weke bemoeial. Diverse ontsnappingen zetten vervolgens de verhoudingen op scherp.
